In addition to attorney in the law firm of Marcari, Russotto, Spencer & Balaban, PC, Phil Hagan is a professor in the Department of Human Sciences at Georgetown University. He has also lectured at The George Washington University, George Mason University and Trinity Washington University. Subjects have ranged from health impacts of the environment to toxic exposures.
He also is editor and author of several texts including the top selling accident prevention books, the National Safety Council’s “Accident Prevention Manuals.” The Accident Prevention Manuals are used throughout the United States as texts for students studying health and safety. An early book, written over 15 years ago, Environmental and Workplace Safety, A Guide for University, Hospital, and School Manager was the first in the nation to address health and safety in universities, hospitals and school environments.
His extensive experience with issues related to the academic community – 20+ years – (including universities, colleges, community colleges, K-12 schools) show that he is uniquely qualified to help those who have experienced harm related to such environments.
Recently, he worked with the US Department of Education on updating the safety and emergency provisions of the Higher Education Opportunities Act – specifically, the Jeanne Clery Act - (originally known as the Crime Awareness and Campus Security Act of 1990), named for the first year student who was brutally raped and murdered in her residence hall room in 1986 by a student she did not know. Her parents founded the organization, Security On Campus, Inc., to steward the law and educate the public about campus safety. Their basic premise (and one that he wholeheartedly agrees with) is that when families send their children to school they have a right to know whether the environment is safe and young adults who are leaving home, in most instances for the first time, should be informed about the safety of their school.
In addition, this law addressed university fire safety reporting provisions for on-campus housing. A factor in this change to the law was in a response to a 19 January 2000 fire that killed three students and injured 58 others in a Seton Hall University dormitory.
He has over 25 years of experience in dealing with workplace, pedestrian, transportation, electrical, fire and construction related safety issues. In addition, he has conducted investigations into client exposures to asbestos, lead, PCBs, toxic chemicals (carbon monoxide, mercury, vinyl chloride, toxic waste, industrial pollutants, carcinogens, pesticides, radon, formaldehyde, paint vapors, benzene), mold and other environmental contaminants.
He has examined issues related to air, soil and water contamination. He has dealt with food safety issues, rabid animals, rodents, insects and other pests. He has also acted as an expert witness addressing slip, trips and falls, workers compensation cases and indoor air quality issues.
His familiarity with different cultures allows him to provide for a wide variety of constituents - he has also worked on safety, security and legal issues in the countries of Mexico, India, Italy, China, Qatar and Turkey.
